Would You Consider This Abuse? And What Should I Do?

I know this family, that has three (3) children. Two girls, and one boy. All three has some type of MD (Mental Disability). In addition to that, I fear they are not receiving the proper care at home. Sometimes, the parents send them to school without bathing, they smell, and are extremely dirty at times. When they are SICK, the parents send them to school with dried snot on their faces, hair wet, no jackets, and the little boy's clothing simply ARE TOO SMALL for him. I recently took up an offering at my church to help these poor children. The thing that I don't understand is, the parents have jobs, what are they doing with that money, and why are these kids suffering? I am in good mind to contact DHR or the Child Welfare Services, but I don't want to destroy anyones home, but on the flip side, I don't want to see those children suffer. I need advice. The names I will not reveal, but the ages are 5, 6, and 7. Please help me decide what to do.

I would invite the parents to church.

I would consider that, but they won't have anything to do with Christ or church. I will try though.

If your heart and mind tell you the children are not in a safe place, then I would report it.
When you report it, it will be investigated.
Child Welfare will make the determination if the children are in a safe, cared for environment.
You will be able to rest easier; knowing you have taken a step to ensure the children will have a better chance of recieving help they may need.

That is my intention, and I am going to wait a while to see if conditions change, and I am also going to be praying for a sign from above on my next step(s). I just can't see children suffer. They don't deserve to go through that. I have seen kids die due to parents not taking care of them.
